¶1. (C) Poloff on March 16 communicated in strong terms U.S.
points (ref b) regarding the no-action motion on the Sudan
Assessment Team report in the UN Human Rights Council (HRC)
to Charmaine Serna, Department of Foreign Affairs’ Assistant
Director for Human Rights and Humanitarian Affairs in the
Office of United Nations and International Organizations
(UNIO). Serna said that she was not aware of the no-action
motion or the Philippines’ possible support of it. Serna
promised to raise the matter immediately with the UNIO
Executive Director and to convey the U.S. position to the
Philippine Mission in Geneva at the opening of business
Geneva time.

¶2. (C) Regarding the U.S. request for Philippine support for
a potential HRC action on Zimbabwe (ref a), Serna expressed
doubt that the HRC would fit another item on its agenda.
Serna again promised to raise these U.S. concerns with the
UNIO Executive Director and to relay the U.S. message to the
Philippine Mission in Geneva.
