SUBJECT: PHILIPPINES: CONTRIBUTING FORCES TO UN PEACEKEEPING OPERATIONS IN DARFUR

REF: STATE 51776

Classified By: (U) Political Counselor Scott Bellard
for reasons 1.4(b) and (d).

¶1. (C) According to Department of Foreign Affairs Office of
United Nations and International Organizations (UNIO)
Director Gary Domingo, the Philippines would in principle be
favorably disposed to a request to provide troops to a UN
peacekeeping operation in Darfur. He pledged to engage in
initial discussions with the Armed Forces of the Philippines
(AFP) about a possible contingent. He cautioned, however,
that logistical shortfalls, specifically the need for trucks
and other “hard” logistical requirements, could affect the
size and composition of the unit. Domingo underscored that
information about any outside assistance in meeting these
needs could help speed a positive GRP decision.
