SUBJECT: PHILIPPINES CIVAIR: MEETING WITH BOEING AND AVIATION CONSULTANT

¶1. A Boeing representative and aviation consultant told Econ
officers on March 19 that Philippine officials are still not
implementing the changes necessary to regain a Federal Aviation
Administration Category 1 safety rating. The most urgent action
items identified by the aviation consultant included 1) appointing
someone to head the newly created Philippine Civil Aviation
Authority, 2) hiring qualified aviation inspectors, and 3)
installing a new computer system. The consultant stated that in his
opinion regaining Category 1 would take at least one year after
these three critical elements are in place.

¶2. Philippine officials still have made no decision regarding hiring
this or any other consultant. Boeing and Embassy are working with
the Philippine officials to encourage effective action.
