TO MY COLLEAGUES AND
FACULTY CONSTITUENTS IN THE U.P. SYSTEM:
It gives me great
pleasure to represent the U.P. faculty in the highest policy-making body of
the U.P. System. The U.P. System now has 3,500 regular faculty members
nationwide in its seven Constituent Universities and an additional 600+
part time lecturers. As there is yet no staff regent in the BOR, I will
also try to represent the interests of REPS and non-academic personnel. I am
grateful for the overwhelming support that you gave me in both the first and
second rounds of the system-wide nomination voting for the faculty regency
in October and November last year.
As faculty regent of
the U.P. System, I will perform the following roles to the best of my
ability:
1. To vigorously
represent faculty and REPS interests, rights and welfare in the
highest-policy making body of the University in general, and in particular,
to seek a review of existing university policies on tenure and renewal of
appointments especially those affecting junior faculty members; also a
review of the status of the clinical faculty of the College of Medicine,
College of Dentistry, College of Pharmacy and College of Allied and Medical
Professions who are without compensation (WOCs).
2. To promote the
democratization of the University in both academic and administrative
matters, and in particular, for strong provisions in a new U.P. Charter that
promote the democratic participation, rights and welfare of the faculty,
REPS, administrative personnel and students.
3. To work for more
support for research activities of the faculty and REPS in the University,
and for an environment that is more conducive to scholarly activities,
greater productivity and efficiency.
4. To work for
higher compensation and benefits of the faculty, REPS and non-academic
personnel.
5. To make the U.P.
academe more responsive to national issues and in promoting the cultural
identity of Filipinos.
6. To make the
Office of the Faculty Regent (OFR) more transparent, accessible,
consultative and accountable to its constituent faculty members as a
principle of governance through a regular consultative mechanism, creation
of an OFR website and e-group, and the regular reporting of faculty and
REPS' issues and concerns taken up in the BOR.
I also hope that I
can assist in strengthening the university's system-wide academic union and
to help work for its formal recognition with collective negotiating powers
to more effectively advance rank and file faculty/REPS' rights, benefits and
welfare.
As the
representative of the University of the Philippines System Faculty to the
Board of Regents, I will try my best to make myself accessible to our
faculty constituents. So please feel free to see me at our office at the
Faculty Regent's Office in U.P. Diliman or to get in touch with me if there
are any issues or concerns that you feel we should bring up with the Board
of Regents .
There is so much to
do, and I will count on your continued support as we face the big challenges
ahead of us this year.
