Statement of the Movement Against Tyranny
October 19, 2017

The Movement Against Tryanny supports the formation of the Citizens for Land Reform and Against Martial Rule (CLAMOR), an alliance of peasants and land reform advocates against extrajudicial killings and other human rights violations on peasant communities.

We join our farmers in their call to “stop killing farmers,” alarmed that under the Duterte administration, there have been 91 cases of extrajudicial killings in their ranks. The victims are either peasant leaders, members of activist peasant organizations, or ordinary farmers suspected of having links to communist rebels.

Most of the killings and human rights abuses happen in the context of the peasants’ struggle for land, particularly against the encroachment or forced imposition of corporate plantations and large-scale mining concessions on their communities. Suspected perpetrators are mostly military or police personnel, members of the Civilian Armed Force Geographical Unit (CAFGU), state-backed para-military or vigilante groups, and private security agents or company goons.

Such killings and other human rights atrocities on farmers and their communities are nothing new. But under Pres. Duterte, where impunity reigns and where state security forces are often goaded into targeting civilian communities with assurances of protection from the Commander in Chief himself, such attacks have reached alarming levels.

We join CLAMOR in their call on the President and the Armed Forces of the Philippines (AFP) to stop the attacks against farmers and their communities and for government to address the peasant demand for genuine agrarian reform as the key to resolving the armed conflict in the countryside.#
