SUBJECT: DEPARTMENT CLEARANCE FOR PHILIPPINES LEAHY VETTING REQUEST – JUSMAG IMET – SUPPLY AND SERVICE MANAGEMENT/INSTRUCTOR TRAINING

(SBU) The Department of State reviewed its files and found that, as
of this date, it possesses no credible information of gross
violations of human rights for the individuals identified below.
These individuals are candidates for Supply and Service
Management/Instructor Training under JUSMAG International Military
Education and Training (IMET) Program. The training schedule is
January 26, 2009 through March 12, 2009 at Fort Lee in Virginia.
¶1. (U) Candidates:
CPT Arturo D.L. Palma, Jr.
DPOB: May 17, 1973; Pangasinan, Philippines
Unit: Headquarters, Army Support Command, Philippine Army
CPT Timoteo D. Carcueva, Jr.
DPOB: January 19, 1973; Cotabato, Philippines
Unit: Headquarters, 5th Infantry Division, Philippine Army
¶3. (U) Post may provide the following statement to authorized
parties: Embassy verifies that the Department of State possesses no
credible information of gross violations of human rights by the
individuals identified in paragraph 2 above, as of this date. Post
may cite this cable in response.
¶4. (U) If, in the future, post becomes aware of possible human rights
violations by the individuals listed above, post should inform the
Department and not proceed with training.
