SUBJECT: BLUE LANTERN LEVEL 3: PRE-LICENSE END-USE CHECK ON LICENSE 050146449

¶1. This is an Action Request. See paragraphs 2 – 4.

¶2. The Department’s Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post’s assistance in conducting
a pre-license check on license 050146449 for the export of
rifles and ammunition to the Philippines. Post is requested
to complete this Blue Lantern check within 30 days. Lack of
response to a Blue Lantern check will affect pending and
future licenses involving parties to this license.

¶3. Reason for Request: The rifles listed below are sniper
quality. This request is to establish the bona fides of this
transaction to confirm that the Philippines National Police
actually ordered the rifles in the quantity listed. (NOTE:
According to supporting documentation, the “sniper scopes”
listed below are not military spec and will no longer be
exported. END NOTE)

¶4. Action Request: Post is requested to establish the bona
fides of these transactions by making appropriate inquiries
to authorities of the Philippines National Police and other
relevant government agencies. The following points are
included for guidance:

–Can you confirm the order of the sniper rifles listed on
this license? What quantity of these rifles did you order?
Can you provide a purchase order and/or contract indicating
the terms and parties involved in this transaction?

In its reply, Post may also comment on any other information
pertinent to these transactions such as security of
facilities, end-use, and concerns about the entities involved.
