Last Saturday evening, July 26, 2003 a group of young, idealistic officers of the Armed Forces of the Philippines(AFP) led by captains and elite combat officers tried to stage a coup d'etat against the civilian government. It was an act of desperation and frustration which laid bare the serious internal problems of the Philippine military. It also reflects the military's own frustration in dealing with the armed insurgency and rebellion in Mindanao. Although the attempted coup was neutralized through peaceful negotiations and those involved in the coup attempt are back to their barracks, the roots of this problem need to be addressed.

Today, July 28, the President will deliver the traditional State of the Nation(SONA) before the two chambers of Congress in joint session. This SONA, will as usual brag about the achievements of the President and will make promises for the coming year.

THE ATTEMPTED COUP REFLECTS THE STATE OF OUR POOR NATION.
Without necessarily agreeing with the sentiments of the young officers who staged the attempted weekend coup, let us reflect on the statement, PANAWAGAN SA BAYAN of the disenchanted rebel officers which was aired in Pilipino over the radio and television:

"KAMI AY MGA MIYEMBRO NG ARMED FORCES OF THE PHILIPPINES. KAMI AY HUMAHARAP SA TAONG BAYAN NGAYON UPANG IDEKLARA ANG AMING WITHDRAWAL OF SUPPORT MULA SA CHAIN OF COMMAND NG AFP AT SA GOBYERNO NI GLORIA MACAPAGAL-ARROYO. HINDI NAMIN ITO GINAGAWA DAHIL GUSTO NAMIN NG KAPANGYARIHAN O DAHIL GUSTO NAMIN GULUHIN ANG ATING BAYAN. ITO AY GINAGAWA NAMIN DAHIL SA MGA SUMUSUNOD NA MALALAKING KASALANAN NG GOBYERNONG ITO SA TAONG BAYAN.

Attempted coups(there have been seven in the past) never succeed in the Philippines because they, by themselves, fail to muster mass support. EDSA 1 and EDSA 2 were uprisings by the people to which the military merely shifted their support. By themselves, the military in this country, no matter how valid their grievances within the military and no matter how frustrated they are with the economic and political order, cannot win without the people. They must support the poor people's militant struggles, and not entertain the idea that they, as a military organization by themselves, are the kingmakers or queenmakers. They must also not allow themselves to be used by the ambitious political machinations by fascist power-grabbers like former police general PANFILO LACSON ang GRINGO HONASAN.

The grievances and issues of the young rebel officers may be valid, and there may be more than enough reasons for regime change or change of leadership. But, there can be no justification for the military's use of force and violence directed against the very constitutional government they are sworn to protect with their lives. This is the state of our poor nation.
