Dear Ambassador Kenney,
To your Excellency, we send along our most profound and felicitous greetings of peace.
We can not help but reminisce over that most esteemed moment in the past when we were privileged to meet your Excellency at the Dusit Hotel in Makati. Indeed, we are deeply indebted with your Excellency’s generosity as you honored with your magnanimous presence our Graduation Ceremony that day which marked the conclusion of our four-month internship course at the House of Representatives.
We therefore take this opportunity to thank your Excellency for according us that rare chance of having your presence even in that so short a time. Likewise, please allow us also to make use of this chance to manifest our great appreciation and deepest gratitude to the US Government and the American people for all the supports that the Moro people have been indebted of.
Parallel with it, we hereby beseech your Excellency’s intercession to appease our people’s deep-seated apprehension over any untoward eventualities as they are caught by surprise in the holding of Balikatan in the provinces of Lanao del Norte, Lanao del Sur, Bukidnon and Cagayan. Rest assured we neither have bias reservation nor unfounded contempt over the American troops yet we find it inappropriate for the time being the holding of such military exercises in these areas. We beg your Excellency’s indulgence since we can not help but find irrationality over the conduct of a “Medical Mission” in these places that shall be administered and carried out by some “8, 000 heavily armed doctors.”
We confidently believe in your Excellency’s knowledge on the sensitivity of things on the ground so that further deployment of armed troops in Central Mindanao in the context of volatile peace and stalled peace talk shall further complicate the situation that could foretell another tragic incidents of internal displacements. Rest assured nonetheless that this apprehension can be definitely reversed should the deployment of unarmed troops shall complement what the Malaysian-led International Monitoring Team (IMT) has been doing. There is more wisdom and humanity instead in the upholding of the gains of the GRP-MILF Peace Process.
Along this line, we respectfully reiterate before your Excellency our unanimous call for the immediate return of the GRP-MILF Peace Panels to the negotiating table and the immediate pullout of these 8, 000 US – Filipino troops deployed in those provinces and other areas in Mindanao including Sulu, Basilan and Tawi – Tawi.
It goes without saying though but since time immemorial, it is historically undeniable that the world has been looking at America as the champion of free choice, liberty, human rights and other values integrally consistent to the democratic ideals. As such, the Moro people are honored to welcome the manifestation of the US Government before the Government of the Republic of the Philippines and the Moro people to help solve peacefully the age-old Mindanao problem once and for all.
